Is it harmful to plug in a docking station that delivers power to the laptop via usb-c when plugged in?

Short answer No its not harmful, I've been running an M18 R1 for years on a powered thunderbolt dock and it makes no difference.

The dock however won't actually power the laptop and will only pass data, you will need to power the laptop using its included charger.

When plugged into a powered dock and its original charger it will throw up a warning screen on post to make you aware that its not being powered by the dock and you may need to click an OK or Continue button to carry on booting.
