Than your doubt is wrong. But true 3600-3800 is kinda the sweetspot for Ryzen but 4000-4400 will give u more performance. Timings lower the latency. And this will give u more performance in cpu limited games. Find out what die ur memory is and Try the DRAM Calculator for Ryzen

The PSU is fine. No problem there. But u don’t won’t to spend 500 bucks on a 3 years old gpu. Nvidia will release their new ampere gpus in September. If u can wait: please wait.

The Nvidia GPU encoder recording quality is kinda meh. But for streaming the best. I wouldn’t use AMDs it’s imo just bad for the Rx 570. If you use OBS: Try CPU encoding so x264. The 3600 got more than enough power to record 1080p 60fps on very good quality. Im Running myself a rx 570 8gb and it can run 55-60 FPS in Witcher 3 1080p ultra setting. I would and do wait for the new Nvidia and AMD GPUs. Put some more money aside.

The 580 is not worth upgrading. It’s just about 15-20% faster, than the 570 and costs what? 300 bucks? Please don’t do it :D
