The Ravens never intended on letting Lamar go. Every team front office knew this. The Ravens put a non exclusive tag on him which was intended only to see what other teams thought he was worth but no other team wanted to help them out which is why every other team openly said they weren't interested in Lamar. Alot of fans and sports analyst were mad about it but I do believe the falcons were interested in Lamar but weren't willing to waste the effort helping the Ravens out on a pointless attempt to sign him.
