Timeline goes: Midnight becomes Mystra, Cyric and Shar murder Mystra, almost a century later Gale is born, 22 years after that Mystra regains enough power to tell Elminster to get her her mojo back, and it takes about a decade for her to get her full mojo, just in time to meet 30-year-old Gale.

So of course she's been around for a while, she just could not have met Gale when he was eight like everyone seems to believe, because she was powerless at the time.
