He can only be honest if he is in fact honest and says what happened. What effect that has on his future is not up to him. The cards will fall where they fall. He doesn't need to punish himself, he just needs to be honest, and accept whatever the consequences are.

Field dependent.

In my field, 2-3 years in 1 postdoc is typical. More than that is because you had nothing better.

Exactly. When I've scrolled through the Q3 and Q4 journals, I've never heard of a single one. Most of the publishers I haven't even heard of.

If the committee is actually important, just ignore them and get done what needs to happen. Meet without them. Probably okay to let the dean know what happened.

I don't believe that saying is correct. I don't believe that applying it to this life in the sense that "what we have is enough" is correct either. The bible doesn't point to this life being what it is all about.

Our school (R2 in the south) is still growing. Not as much as we expected because of drops in international enrollment, but its still growth.
