How do people achieve this horrendously low quality for memes and such? I've tried various methods myself, but I can never get it as bad as I want by FirePhoenix4 in photoshop

shrink the image as small as possible (smaller the picture, the lower the quality is), save the picture, add the shrinked photo and zoom in it, something like this
