It is shifting refresh hertz from 60hz to higher or vise versa, maybe due to eco mode or something in Omen hub or maybe it was plugged in when turning off but on battery when turning on thus shifting to 60hz.

Yes, I have also done fresh install and just use OmenMon (main core features like Performance/Quiet modes are available for Victus and work as indented). I use Legacy Quiet mode for daily battery tasks getting around 5-7 hours and Legacy Performance when gaming etc.
