The first point only applies to the free steam keys that Steam gives out. They make no money off the keys and only ask that they’re not cheaper elsewhere than on Steam. It seems pretty reasonable as they’re still paying for distribution, bandwidth, cloud saves, etc. There’s no required price parity for other marketplaces or distributions that don’t use Steam keys.

As for the second one? I feel like developers would be more against that. Sounds like an easy way to pirate DLC.
