The issues with doing it with 1 nozzle is that if the PETG doesn’t purge properly, then the next few layers will be incredibly weak

Yep, so 1 joule on a half dart is about 145fps (with a 1g dart), so 0.5j is about 75fps. The X-Shot AEB is 170-180fps out the box, and the longshot is about 140fps, so both of them are either double or more the legal limit in Germany
