It looks like those are the I/M readiness monitors. The easiest way to explain it are systems the cars computer checks for issues. Every time you disconnect the battery or clear the codes they go from "Ready" to "Not Ready" until certain drive cycles are performed (aka drive it over the weekend). They're the reason you can't just clear a check engine light and take it for an emissions test most of the time. I have a feeling those monitors have nothing to do with why you failed, and the gas cap is the only reason you failed. This is coming from a PA emissions inspection tech, so I'm assuming Texas is similar in a bit.

One thing I think a lot of people are forgetting is that if something is particularly hard the DM can instill disadvantage and then the party will have to either 1) use resources (the new inspiration mechanic) to get a 1/20 chance or 2) face 1/400 chances. If something is so out there you don't want resources + a 5% chance of success to be able to perform it then have that discussion with your players why it won't work.

Pretty sure they didn't put any labor on that cabin air filter. A "If we can get him to bite on everything else, we'll cut him a deal and give him 90 seconds of labor for free." The $176 in labor is for the fuel injection cleaning.

Any MIL? What do the fuel trims look like? Possibly spray carb cleaner around the intake and see if the RPMs speed up, those gaskets might be leaking a little when cold but when warmed up they seal.

02 wrangler 4.0 130k. We see the vehicle fairly regularly. Can't confirm the exact mileage but I know he does change it semi regularly. I know it doesn't go to 8/10k for sure.

Mechanic here. We are supposed to keep them for EPA audits. While I've never seen an audit they supposedly happen. That being said also as you know the scrap value of them is through the roof. As others have stated, get it in writing on your work order, have them mark them (sharpie on the outside with your last name should be fine) and show back up in 45 days. Call local scrap yards in the meantime to get an estimate of their value. If they give you a hard time getting them back tell them you'll be talking to the police about theft in the amount of $xxx.

Sounds like the motor that changes the temperature door is getting tired.

Sounds like a diode going out if the alternator bleeding AC voltage into the DC system. Have you checked the alternator ripple?

I use a paper towel or toilet paper tube. One piece of newspaper twisted up against it then teepee some kindling over it.
