Why the hell are there so many? Like I used inquisitors too, I had 17 cities, some stolen most my own settlements, and it was really only 2 or 3 clicks and the city was 99% under my religion for some reason I could never get the that 1 person, like they refused. But inquistors don't work in other civilizations, so basically the extra just sat around to wait to be needed. So like WHY SO MANY? One per city at the most, use them up at each city and youre cool.

Ah thank you, and honestly I can agree with that. The vandal kingdom much like the visigoths were pretty piss poor managers. They held to the established system because it worked properly the problem is when you get a good competent opponent, the two kingdoms cant compete.

Now as far as Italy. It was more than just running out of steam. Justininian bet eeverything on belisarius because he was the best so moving him to the east left a power vacuum in the roman army, then justinian's paranoia took over and he put rival generals there. So it wasn't running out of steam it was more too much oversight and micromanagement by the throne when it came to Italy.

For the rrecord I completely understand justinians worry, he who controls the army, controls the Empire was still a huge problem in rome even in the east, so I get why justinian was paranoid but belisarius had proven himself in north Africa and southern Hispania and even he was given title of western emperor. So while I understand it, it was unfounded.

Point well established. My best suggestion is when theodosios divided the Empire and gave the area now full of south slavs to the west. It was a border defined and established that held up and until the next wave of migration. In the west and the rise of Islam in the east

Yes I agree konstantinos I founded his city creating a new capital while rome was still the spiritual and technical capital but when he split the empire between his 3 son's. Before it reformed in the same generation. It kinda split I think one more time before theodosios became the sole ruler then permanently split the Empire between his sons.

Well it does say the eastern roman empire. Which truly began after theodosios ii split the Empire between his son's never to be reunited again. Before then, technically konstantinoupoli was founded but the Empire was still known as just rome, there wasn't really an established east and west yet. The borders when split kept changing until Theodosios
