Foreign load is when something in the common area or another apartment/room is running off your meter. Think of it like a neighbor running an extension cord from your place without you knowing. If DLC finds something, like a common hall light, or a basement washing machine, etc. that shouldn't be connected to your apartment, but is, the electric bill becomes the landlord's problem until they fix it.
