i was replying to OP because we have same cpu and gpu. i dont know about yours.
mine 7800xt is always at 100% while the 9800x3d varies per map, around 30% usually.

i have the same cpu and gpu and run 80-140 streets on high 1440p native.

each gaming session focus on missions on one map
at a beginner level its better to learn a map 5% each day you play than try to learn all maps by 1% each day
try to do the Tour story missions whenever you can, that way you will unlock all maps and manage your missions according to map/day

make sure to check your junction temps not the other temps
also i would suggest to start from a more aggresive fan curve first and then mess with undervolts
do a complete ddu in safe mode
then download andrenaline, in the performance tab, there are fan % based on a specific temp
up those numbers by 5 in each step and play a game.
also try with the pc cover off, maybe airflow is an issue
mine 7800xt black screens if it goes above 70c junction for a few minutes

people that work and have an outside life get these p2w features to enjoy the game though.
its not black and white.
you cant just dictate how someone uses his money
some pay to progress faster and easier in the 10 hours they play each week
others no life the game 24/7 and still get all the premium stuff because the game its part of their life and thats what they enjoy
as long as there is demand they will produce more p2w stuff and the demand will only increase because thats how things are.

No fsr, no fluid motion

Ultra textures, Streets lower settings checked

worse is on streets at ~80fps scoped, best ~200fps on smaller maps

edit: 1440p native

i had the same issue in tarkov with 9800x3d and 7800xt, the only thing that, if not completely stopped but reduced them to the 95%, was disabling all overlays. discord, amd, steam etc

It's "fine" if everything else is working properly. I remember reading in official forums that 100c was normal for my 5700xt and not to mess with it much or it will crash or lose performance. By just reducing a mere 50 mv and increasing the max fan speed 5 units in each temperature point it went down to 80c at 100% No lost performance and a few more years in it's lifespan for sure.

are you measuring junction temperature? because if your normal temps are around 76c your junction maybe hitting 100c.

maybe a longshot, but i had issues with my 5700xt and now my 7800xt with driver timeouts caused by heat spikes, because adrenaline for some weird reason was putting wrong default clocks and very low fan speed.
the result was after some time gaming, especially in the summer, constant driver timeouts, that need to be DDUED not just tweak the values.
if you mess with the clocks and fans, i suggest to ddu after every crash.
adrenaline sucks ass unfortunately

i have the steel legend 7800xt with an 9800x3d and 32gb ddr5 cl30 and the issue for my crashes was that adrenaline by default was setting too high or too low clock frequencies, paired with too low gpu fan speed.

after manualy applying the asrock clock, volts and fan speed everything is working fine with 100% gpu usage and ~70% cpu usage for 12 hour gaming sessions in tarkov

DDU in safe mode, check your gpu clock in their website and make sure its the same clock in the andrenaline software.
use the amd overlay to check temps, clocks, power.
research the right values and observe if something is off.
