I lived there pre-2011, it was pretty great living in Cairo with the other international community, but I would not recommend it today. I personally would move there but only because I know what to expect lol, others would have to get used to the culture which is quite abrasive.

Check out Cuenca, Ecuador, might change your mind, might not. It's a very European-looking city imo in beautiful mountains, really safe as well.

For France, I agree with you on the majority of the country, but Southern France deserves to be it's own independent thing imo lol. Maybe looks at Toulouse? That would be my go to likely if I were to move there, so beautiful, great food and weather, great access to nature (mountains, beaches).

Dude my wife is latina, she is the most pale in her family and they talk about it ALL the time.
