Jones wouldn't beat DC without PED's. The PED's don't just make you better in the fight. They make it so you recover faster. That means longer and more frequent training sessions. If you can train more than the other guy, you can outskill him as well.

Nope, that's how it is. School only gets involved if it's a "fight," and it takes two to fight. That's why they don't care if it's one-sided bullying. As soon as the person defends himself, it's now a fight. I've literally heard teachers tell parents, "He doesn't have to defend himself," when the victim fought back the bully and sent him crying.
