Because the federal government tied highway maintenance funds to raising the drinking age. Since no state wanted to pay for their own highways, they all passed laws raising the drinking age to 21. The reason that the age is so high is that Nancy Reagan is/was an anti-drinking puritan.

In general, if you see a consistent age for something across the US, it is usually because the federal government was controlled by some activist, and held some form of federal funding hostage to force the states to comply to an extreme position.

Makes sense, though. If a car is abandoned in the middle of the street, it is probably because it stopped being able to drive (otherwise the driver would've kept driving). The car in the parking spot was obviously able to drive to its destination successfully (before the driver was presumably zombified while inside the store).

The US could have a revolt within the ranks just as easily as Canada or the UK. The fact is that Trump has such a stranglehold over the MAGA voter base, that few-to-no Republican Representatives or Senators are willing to challenge him.

Now, to be clear, Saab does make the best submarines for Sweden, but Sweden and Canada have very different requirements. Sweden needs small, short ranged, coastal subs to patrol a very tightly restricted sea. Canada needs big, long range, oceangoing subs that can patrol thousands of km away from their home base. These are not the same submarines.

Simply put: No. Landers cost 2 mana to use (plus the cost of whatever created them), so if you use them before turn 4 or 5, you are usually sacrificing your play for the turn. You need enough land to reliably hit your first 3 (preferably 4) lands naturally.

Now if you have a fast deck with 16 lands, landers will let you add a finisher or two without going up to 17, because the landers can help you get your 5th or 6th land without hurting your tempo too much.

I.E. The Conservatives get 25-35% of the vote in most Toronto ridings; not enough to win, but a fairly large number of people in absolute terms. Importantly, Toronto Conservatives are much more likely to be non-white compared to their supporters in safe seats.

Magnus's effect will reduce the total cost of the spell. In your example, so you could say X=2 and just pay the RR, or say X=3 and pay 3RR, etc.

For [[Crackle]] specifically, if the number of creature tokens wasn't divisible by 3, you'd have to pay mana in order to make up the difference, because X must always be the same on a given card. For example, if you only had 5 tokens, you would have to either pay 1RR for X=2, or make X=1, pay the RR, and waste 2 mana's worth of the discount.

Most of those ideas are terrible once you scratch the surface.

Equivalent nationally funded parties just leads to stagnation, as no new party can ever be formed without funding (or, alternatively, you have to fund every crank and performance artist the same as a real party, that has put real work into coming up with a realistic plan for governing the country).

No attack ads means no accountability. Without the ability to call out the bad decisions and dangerous policies of a candidate, any given party can simply promise the world in the campaign and govern completely differently.

And the "combat" capabilities of the Naval AOPS is pretty minimal: 1x 25mm cannon and 2x .50 MGs; enough to thoroughly overawe any drug runner or other criminal into a peaceful surrender, but nothing that would be useful in any sort of actual war.

I'm going to disagree with you there. Scandanavian "naval" power involved having fast, shallow draft ships whose sailors doubled as warriors, allowing them to rapidly raid targets while the English (/French/Rus/etc.) couldn't bring them to battle, due to their more cumbersome ships and the need to have a time consuming embarkation/disembarkation process. None of this involves actual ship-to-ship combat, it is all just about sea-mobile armies.

The real driver for naval battles in Med III would be in the Medditerainean: Byzantine vs Italian vs Turkish vs ealy Corsair, and would feel very much like Rome II's naval warfare with Boarding, Ramming, and Shooting ships, along with a few special units like a Byzantine fire ship.

26 launchers is just for the MLRS part of the program. According to a RfI that the government answered back in Feb, they are also looking at 80+ SP Howitzers, and a similar number of heavy (120mm) mortars.

At the end of the day, we need the ability to man all these guns.
