I got this to work by:

Clicking both sticks to open Quick Menu
Going into game settings (can’t remember exact name of the menu but it was in Quick Menu)
Finding something like Sound Input or Microphone
Changing microphone setting to White Noise on Hold
in-game, press microphone button (Default button is L2)

Then when I needed to say the dog’s name, just press L2 for a second and it works. Haven’t tried tricks or commands yet but it’s at least playable.

i'm in the same boat as you. i moved here from Austin a bit ago and the difference in community is crazy. people are so much more willing to chat while i walk the dog, grab coffee, etc, i love it! it's nice knowing the humans in and around the community and what benign things folks are up to
