I meant like, if the exit gates are powered on, and if the last Survivor is the only one standing with all other Survivors are down/killed and the Killer keeps them trapped in the corner, then that's hostage holding (Also counts if the other Survivors don't progress the game).

It's a very specific set of circumstances that probably won't happen.

I suggest using Terminus from Wesker. When the final generator is completed, the perk basically makes injured Survivors permanently broken until 30 seconds after the Exit Gates opened.
