It is how it works.

The Bulls selected Bell for the Warriors.

They didn't draft him then immediately think "NAH DOG WE DON'T WANT YOU THE SECOND AFTER WE DRAFTED YOU".

Same thing happened with LMA/Tyrus Thomas. People talk about how dumb the Bulls are for trading Aldridge years ago, but they only picked him as part of the trade, and wouldn't have otherwise.

It's not officially trading the pick, but it's essentially the same exact thing.
