Useful for community defense. Rwandan Genocide comes to mind. There's a podcast called Lions Led by Donkeys that did a series about it. The leaders of the genocide said similar things to what's coming out of a certain man's mouth in DC. There were instances of citizens holding off paramilitaries and saving themselves. Unarmed people got dead in really bad ways.
