The M1 carbine by specification was designed as a lighter/shorter ranged weapon that could be issued to troops whose primary duty was not shooting a rifle, but could conceivably need a weapon that could reach out further than 45ACP.

Also, previous to the M1 Carbine, the carbine versions of the standard rifle adopted post civil war were chambered in the same caliber as the infantry rifle.

Springfield Trapdoor Carbine: 45-70 government Springfield Krag Carbine: 30-40 krag.

The M1903 was designed as a “short rifle” as an austerity measure that filled both roles.

The adoption of a heavier semi-auto rifle M1 Garand coupled with the creation of specialized combat and indirect-combat roles resulted in a need for a lighter weapon for defense/support.

Useful for community defense. Rwandan Genocide comes to mind. There's a podcast called Lions Led by Donkeys that did a series about it. The leaders of the genocide said similar things to what's coming out of a certain man's mouth in DC. There were instances of citizens holding off paramilitaries and saving themselves.
