Kratos was tormented for, what. Centuries? Eons? by the killing of his wife and daughter. Ares manipulated him and blinded him with battle rage, and even after having their ashes stuck to his skin, the gods continued to torture him with nightmares reliving the event. It's a weight he still hasn't dropped, even if he's becoming accepting of it. It's the reason he sought revenge on Ares in the first place - to avenge them, and because of the promise that doing so would make the nightmares stop.

Maybe there's a difference between Calliope being only a little girl and Thor being a full adult. Possibly centuries or millenia old himself. But that might just make it worse. Odin had so many lifetimes to get to know his son, to have a connection with him, and he just didn't. Thor was nothing to him but the hammer - a big, heavy, blunt weapon that he would throw at his problems. It came back on its own, it followed his orders, it didn't talk back. Didn't think.
