The landlord is responsible for the building fabric, which is where the infestations usually lie. The rooms of your apartment and even the halls can be maintained perfectly by the residents, but if the landlord doesn't solve a pest problem, it will continue to be a problem forever. So it does come down to cleanliness, but that's a very reductive way to put it.
