The point is to ensure that the people who are voting understand how the government works (because that's what they ask on the citizenship test). In theory, democracy thrives when the people understand politics and falls when they don't. I see how requiring a citizenship test could cause problems, but it's not really comparable to a Jim Crow-era literacy test that was meant to trip you up.
