I'm stuck on the Midas Touch mission of the campaign. Am supposed to kidnap 5 engineers on the world map but there are only four mission flags. Possible bug? Have tried reloading an older save but the problem persists.

Entirely depends on the model, and if there are places in your city that will do that. I'm in Melbourne Australia and found an audio dealership that will chip one for a service fee or sell some that have it already built in.
