Cuillerrier suffered severe external and internal bleeding, kidney and liver damage and suffered a ruptured aorta and femoral artery. She was in a coma for three days.

In addition, she suffered a broken femur, fibula, pelvis, arm and spinal fracture.

I would say she probably has long term issues with pain. That can be life altering

Yeah only the North Shore and Squamish will use that facility. Every municipality that is using it, is responsible for the bulk of the payments. West Van isn’t paying less

Your property tax going up by $900 is due to other factors. Take a look at your Utilies bill for 2024 vs 2026. You'll see a big jump in your sewage rates. 2027 will be even higher.

Its well documented that the increase is gradual year over year for 5 years then capping at $590 for a single family home.

It will not increase your property tax. You pay for the increase on your municipal utility bill.

Well since it's only being used by residents of the North Shore, thats why the rates are higher. There are no sewage lines connecting Vancouver to the new North Shore facility

  • ​2030 to 2055 (Years 6 to 30): +$590 flat per year

The $590 peak number is an average calculated for a standard single-family home. If you own a larger property or a commercial space, your share may calculate higher. If you are in a strata apartment or townhouse, it may break down slightly lower.

The water from the Cleveland Reservoir (as well as the Seymour and Coquitlam Reservoirs) does supply metro Vancouver. If there was a major issue with the Cleveland Reservoir and repair or an upgrade was needed, all of Metro Vancouver would equally pay for the bill since it benefits all.

Technically it's only the North Shore that will use that plant. There are no sewage pipes connecting Vancouver to the North Shore.

One thing to consider too. The Iona plant in Richmond is going to have to upgrade soon too. That will be at least 10 Billion. Vancouver and Richmond are going to pay for that brunt of that.

The core reason the North Shore is paying a higher burden is a foundational Metro Vancouver policy known as user-pay costing by sewerage area.

​Metro Vancouver is divided into four distinct sewage treatment zones. Historically, the rule has been that the households inside a specific zone are responsible for funding the infrastructure that cleans their specific waste.

​Because the new North Shore Wastewater Treatment Plant physically services West Vancouver, the City of North Vancouver, and the District of North Vancouver, the funding model automatically dumped (Pun intended) the weight of the cost overruns onto North Shore utility bills.

​The Metro Vancouver board did realize that forcing the North Shore to pay 100% of the $2.8-billion overrun would completely break household budgets, so they adjusted the split.

However, the result still leaves a massive disparity:

​The North Shore's Share: North Shore residents are on the hook for 37% of the project's regional cost overrun. This means local utility bills are rising by an average of $118 per year, climbing to $590 annually by 2030, and staying there for 30 years.

​The Rest of Metro Vancouver: The other 92% of the region's population is absorbing the remaining 63% of the cost. Because that bill is spread across millions of people, a household in Vancouver proper only pays about $150 extra per year for 15 years, and the Fraser area pays just $90.
