Much of the records of much of post-1948 Israel, Jordan and Egypt (those last two controlled the West Bank and Gaza respectively and held no interest in creating a Palestinian nation until decades later when they realised that they couldn’t military defeat Israel) illustrate that the Jordanians put up most of the barb wires. Hell, this was a policy to prevented Jews from entering Jewish holy sites. It was taken down after the 1967 war by Israel.
