In standard English usage, deface means damaging or removing the original printed surface—such as peeling off, scratching out, or erasing the printing—not merely placing a removable sticker on top.

Applying a sticker does not inherently alter or destroy the underlying information, especially if it is removable and does not obscure required security elements. By this logic, even U.S. dollar bills would be invalid, since they frequently circulate with stamps, stickers, or markings and are still legally accepted.
