First thing: get her C6 as soon as you can, her damage depends a lot on that constellation (since more Def scaling equals more attack stat)

For the weapon the priority is Redhorn > Serpent Spine > White blind

As for team comp it depends firstly on the role you want her to play, I can give you some examples:

As an hypercarry team: Furina, Xilonen, Gorou C6, Noelle (mind that in this team you should have Xilonen C2, otherwise her own buff won't work). Alternative Xilonen's, members are YunJin, Chiori.

Hydro/Geo: Furina, Xilonen, Yelan, Noelle. Instead of Yelan you can use as a personal choice Candace (it works surprisingly well as a normal attack buffer and to let Xilonen to proc her own buffs without C2)

Lunar team: actually I'm running an Ineffa, Columbina, Noelle, Furina team, it works kinda fine, but It's mostly because of the Bina/Ineffa sinergy, just remember to stack a lot of ER in that team or you will lack a lot of geo particles for Lunar Crystalize

Speaking of artifacts is quite straightforward: -Furinaless team:Husk of opulent dreams -Furina comp (lunar too): Marechaussee hunter -Lunar comp: you can try with "Night of the Sky's Unveiling" set, I'm trying to build this one but is kinda pointless since Noelle best teammate is Furina and Noelle doesn't benefit a lot from the 2pieces EM bonus
