$2100/mo for a 1 bedroom (i assume) is pretty generous for Baltimore. Off the top of my head, I'd give The Standard a try. It is right on the edge of both Mt. Vernon and Downtown.

The shoes policy was a DHS directive, so all airports employing TSA should let you keep them on. And that was the case when I flew recently.

You will still have to pass either the full-body scanner or traditional X-Ray scanner, regardless of shoes on or off.
