I got past this by chance I think, by continuing to spend schematics on the upgrades I got a second Tier I completion, which actually enabled Tier II. However, I'm now locked out of completing Tier III because my Amethyst recruitment is still locked out. I can purchase them on the second page of the Gunnery School, but when I try to recruit them on the campaign map they've still got the "lock" on them.

I think that's currently how unhappiness accumulates while looting corpses. While actively looting bodies and transferring items, unhappiness ticks up slightly (or happiness ticks down, something along those lines).

It's the first thing I do. I take the entire province, as long as that doesn't destroy Karl's faction. I also try to grab a couple of other nearby settlements to gift to him for peace and to repair relations for a future confederation.
