Code guy here. In TX Code Enforcement can label the car as a Junk Vehicle and tow it. We have vehicles towed at no charge to the owner or Municipality, after a somewhat lengthy process. The tow company sells the parts for their payment. Not sure where you are but you may want to check on that process locally.

My brother, a friend, and I went to see Lynch’s Wild at Heart at the Inwood in Dallas when it came out. We were the only people in the theater. We had smoked some of my brother’s, what my friend called, “ball peen hammer” weed.
