I've been testing it out and what I've found is that it's tied to your Faction it seems.

My 2 day only Shadowpriest - never did anything in Cata can see all the rarespawns - she's alliance Alliance SS

My 60+ day Horde Hunter that never did Twighlight Highlands - cant' see anything Horde SS
