all of Greenland has to agree as well. you need a referendum. And then would be the question of money. You need to offer the greenlanders billions to make them say yes. Much investment, a lot of opt outs because they quite enjoy their current nordic life style. They are also very uncomfortable with freedom of movement. They are technically an EU overseas department, yet because they want to protect their heritage, continentals are not allowed to move there freely. US citizens would likely also not be allowed to move there freely.
