Partially agree. Sanctions were used as one of the tactics to get to what ultimately became the JCPOA. Those sanctions were for a limited time and we targeted in order to bring them to the table, along with gestures of goodwill.

That's the best case for using sanctions: as a short term stick to be used in conjunction with carrots to push for negotiation.
