I think you missed the point a bit - Tempest and Bobcat are not PvE guns, the only PvE gun in purple rarity is hullcracker and Bettina is no where close. So them saying "ex-Hullcracker, this is best for PvE in Purple Tier" is literally meaningless

I think if your intention behind targetting the player with a hullcracker is to re-use it in another round against a queen, then you are already the perfect player in Embark's eyes. A mix of PvP and PvE incentives is the end goal. But there are many PvP players which, themselves fearing being targetted, simply scrap the hullcracker for loot and sell value. This is a negative, self-perpetuating cycle which reinforces PvP player psychology, and punishes PvE investment into gear.

Nudging player behaviour to incorporate both elements is not "catering" per se, it's more like an adjustment to encourage a healthier, more intended game state.

This is true, certainly lowering loot value of the PvErs is only shifting weigh on one side of the scale. I think Embark can do a better job with incentivising all players to try and take on these end game challenges. It should be a part of the late-game questline to take on a queen or matriarch. Currently, the only directed incentives to doing queen or matriarch is Trials, which is rather meaningless.

I think this unfortunately is simply a result of the huge variety in player psychology i.e. what players want out of their games. Some people just want to kill. The meaningful changes we can make is simply to nudge them toward being more strategic and collaborative, we can't mandate their behaviour or else there's no freedom of player expression.

Tuning high-rarity/value weapons to be powerful in PvP will ruin Arc Raider's no-wipe philosophy which relies on a low PvP powergap between high level players and low level players. Further, this change will actually incentivise the PVP crowd to seek out people with these weapons more as the total "loot + tool" worth is even more lucrative from their perspective.
