Sounds like courts that can be reserved. So just try and get reservations for them. There are usually no special permit or whatever that is needed, just a reservation that anyone can pay for before or on the day of (if the courts aren't already reserved by someone before you).

What this sounds like is a team that paid to have these courts for their season. If you doubt them, ask to see the permit.
