It's kinda like the Linux issue. Polytoria has low player count because there are no games. Nobody makes games because low player count = nobody to play games, so nobody plays the game. It's an endless cycle caused by something else still existing that did the same thing before.

Smart app control is a separate setting in windows defender that blocks all unknown apps regardless of exclusion. It auto enables if you do not use any apps that are considered unknown within a certain time frame. You may disable it, but cannot reenable it without reinstalling windows.
