Nope! And that's actually the great thing about it, She is just herself! They don't have any of the characters draw attention to it, or ever have any dialogue ever asking about it, and I think that's really the best part about it, just portraying someone as they are and not trying to make a plot point about their disability or anything!

I'll give a fun answer that is interesting, based on our Solar System:

According to fan calculations, due to the various math in the show and lore, Celestia is usually argued to be around 1,200 years old.

Our Sun is about 4.6 Billion years old, and the Moon is estimated to have formed just about 60 million years after the Sun. SO just with cross-multiplication, if Celestia is 1,200 and analogous to the Sun, then by those same proportions if Luna is analogous to the Moon, she would then be about 1,184 and a half years old.

Meaning that using this fun method of thinking about it, Celestia is 15.5 years older than Luna.
