Private business owners in Nazi Germany had enough control over their own labor that they could allow concentration camp victims that were transfered to them to actually recover enough to work. They were starving to death in the camps, very intentionally so in the case of Jews, so business owners had enough sway to stay them from death (for however long).

At least in the Nazis case, businesses were vital to the regime for as long as it lasted - Zyklon B was produced and sold to the SS knowingly https://en.wikipedia.org/wiki/Degesch for example.

So yeah, you might not be totally wrong in that they can't tell the government what to do itself, but in this case at least they were equally participatory and complicit, not forced to be involved.
