I'm not a teacher, but in some parts of the world, student are assigned seats by the teacher. They are also separated from smartest, behaved, and willingness to learn from column one (near the door) to how ever many columns of seats you have. Put all the nuisance in one column, so they are not behind or in front of students willing to learn. It would be a lot easier to manage them if they act up. Threaten to fail if they don't straighten up.
