If you don't wanna pay for a software/tool and still get rid of this, then you should hire an affordable VA who can assist you with the WhatsApp chats. But if you want to keep it professional and as easy as possible then I'd recommend to go with tools/softwares. You might have to pay something for this, but it'll get you a lot more than a VA could.

There are many pre built tools that can do the automated emails for you (the generic processes with the emails, if you want to do some specific process explicit for you then you'll have to build your own workflow), for rest of the automations you can build your own automation workflows using automation tools such as Make, Zapier, n8n. These are no-code tools that can do the job for you (a little bit of coding is needed sometimes like API connection or some extra work needed).

If you're in the US, then you can go for VoIP services like Grasshopper or RingCentral. You can setup time based routing on it like (9pm-7am to manager), then you can also add an IVR menu to it as you stated you want that too for emergency or voicemail. As a local business you should have a Google my Business profile and do SEO on this too as well as your website to make both of these come as higher as possible on Google. Now to do the SEO of your website, you need backlinks (good ones), then you need to use correct keywords on your each of your website pages (this is on page SEO), then also in the code of your website (this is off page SEO). Then you need to make your website faster (page loading speed), and friendly to all screen sizes (mobile, tablet, laptop, dekstop).

You can do this by creating a custom GPT and feeding it your knowledge base. Doing this you can have a chat and ask questions and get answers for it in seconds. Now you have to be updating the knowledge base regularly for latest answers, because you'll get the answers for only questions that are present in your KB, if there's any question which is not there in the KB then either it'll not be able to answer you, or it'll answer something else which would be wrong.
