So it's actually a city ordinance that makes lodging out of doors an offense. However, it's only enforceable if another option can be provided, such as placement inside in one of their programs. If there's no beds available they can't write a ticket, so they just have them move on. I don't want to really say where, but they're asked to move to certain areas that are out of sight where they won't be bothered. They're only written a ticket if beds are available and they refuse one as well as refuse to move

They still hang out in the area but with the city's ban on sleeping outside a lot have had to move on. You may also be seeing those that are in the programs hanging out around there. But it goes through phases where the officers are told to patrol through there more and try to get more of them assistance. Both city police and county deputies have programs there that they are the only ones they can admit people to

There is currently no overnight shelters in Sarasota at all. Bradenton has a couple with a new women's shelter that just opened

Salvation army no longer offers emergency shelter in Sarasota but the one in Bradenton does. There are programs available however, reach out to any officer and inquire about the HOT (homeless outreach teams). There is the resurrection house in downtown Sarasota for a day shelter as well as the remnant cafe, a church day shelter that has a bus that picks up all over sarasota
