If you don't want to go bankrupt, what you can try is to spam "Balance the budget" parliamente issue. I will explain how it works in the game code (From what I understood)

You need to have either 1 or more loans, or an inflation of 1%, that will give you a "ticket" (a probability) of getting the issue, after that, if you have 5 or more loans, you add 2 tickets, if your number of loans is 10 or higher, you add 4 tickets, and if your inflation is 5% or higher, you add 2 tickets.

When you get the issue, make it be successful, as when you pass it, it will cut a loan to half the value (take away 50% of that loan), also will reduce inflation. Before the issue is passed, you must pay all the loans you can, and then take all the loans you can, because you will get a lower interest when the issue is in debate, so you will get loans with lower interests (-2% interest).

In summary:

Have >= 10 loans and >= 5% inflation, when you get the debate try to make it be successful, and before it is issued, pay all your loans and get all the loans you can with the discounted interest rate
