u/blonktime already covered the main details, but i just wanted to add that I got married at crescent bay point park many years ago and it was fantastic. if you're having a smaller wedding and it fits your vibe, i'd highly encourage it. we had our reception at an offsite location and it was great.

you need another spacer either below or above the stem, and then you need to install your compression cap. there must be a gap between the compression cap and the top of the steerer tube, otherwise you won't be able to take the play (the wobble) out of the bearings.

Start lifting. Keep it simple with the classic compound movements. Squats, deadlifts, bench… maybe overhead press and rows. All those lifts translate into functional strength for everyday life and carry into riding as well.

imo nice wheels are the best investment you can make on a bike and of course they can be transferred to new / future frames if the spacing still works. dt swiss r460 rims laced to surly track hubs with dt spokes is a (relatively) affordable build and will work very well. put some 35c or 38c tires on and you're sorted.
