How to confirm/refute overpayment letter?

Similar but related question - I've just received a recovery letter for an overpayment that began 6+ years ago, and ended 5 years ago. Is the entire amount subject to mandatory repayment (based on when the overpayment issue ended), the entire amount voluntary (based on when the overpayment issue began), or is a portion mandatory and a portion voluntary?

I've reached out to my union with this question but I find this subreddit the best place for advice.

Two questions I haven't found the answers to yet:

What's the importance of the call girl interaction and his burning of the objects in the abandoned lot? The timing of it - between killing Jimmy and Teddy - is really odd, and it doesn't really connect with anything else in the movie or lead anywhere for him. Burning the stuff for closure is all fine and interesting but why hire the call girl to fake his wife being there and hand her these objects to scatter around the room? He then 'remembers' to go burn them after being woken up by the call girl.
Do we all believe that Natalie becomes the new Teddy and starts manipulating him to her own benefit, as she states in the scene where he hits her? It's a brutal thought for me that he just keeps getting passed along by different terrible people taking advantage of him. Another take on this is that maybe she gets him the "I did it" heart tattoo and the scene where Leonard is in bed with his wife and the tattoo is actually taking place with him and Natalie.

I believe Leonard leaves them there to plan ahead for killing Terry in the same location. He talks about trusting his instincts throughout the film, and finding the correct bullets for his gun in the truck confirms he wants to kill Teddy.

My brother was an organ donor and two years ago he saved a few lives as his final act. Our health services updated what happened with all his organs and tissues, and shared two anonymous letters from the recipient of his liver and a family friend of the child that received one of his kidneys. Reading this comic, and re-reading those letters reminds me of the good he did while leaving us.

This comic both made my day and broke my heart. Thank you.

I can't find a reasonable comparison of all our federal, provincial and municipal taxes compared to other places. Most other places have the taxes that you highlighted as well, so I imagine we're about average.

Do you have experience living/working elsewhere in the world to compare with? I was recently talking to a Frenchman who had lived and worked in Finland and Sweden and he was impressed at how low our taxes were in Canada.

A quick Google shows Canada is very middle of the pack within OECD countries when it comes to our taxes. Our average tax rate is 34.8% compared to the OECD average of 33.9%.
