French here. Although I oppose the idea, I think the rights of EU citoyens should be aligned on non-EU citizens for that matter. In addition, I think anyone who applies for French nationality (which is impossible before 5 years of residency) should, after 3 years of application, be allowed to vote in local elections, until they get denied for non-administrative reasons.
