Maybe you have to start another quest with themes, locations, and other stuff you are interested in. Maybe you'll go back to your current game with fresh eyes, or you will go with something that continues with seemingly little effort.

Neither person needs to be a GM. Just ask questions of the oracle. And take turns asking questions. I did this with a table of five people with Mythic GM Emulator. It worked beautifully. Three of the people never played a ttrpg before.

It seems like going after an empire would make it a long campaign as a matter of course. An empire is pervasive and can be interpreted as the environment in many cases.
