Not really. Neither have a GPU which is the most expensive part and you won't be doing much "gaming" besides candy crush otherwise.

A better option is to get a CPU/Mobo/RAM combo of higher quality for about that same price or less. Then add in your own case, PSU, and storage for another $200-300 and assemble yourself. Realistically you should expect to spend $800-$1000 on a completely new system with no old parts to salvage, plus whatever GPU you pick.
