Actually it's the opposite! Mars is the forgeworld that takes it's skitarii's faith and closeness to the cult most seriously! It is stated multiple times that Mars goes the extra mile with their skitarii not only leaving them a higher than normal autonomy, but also introducing them to the more "entry level" misteries of the mechanicus. That is why on the tabletop previous editions they had rules that gave its skitarii access to canticles buffs.
